Watch Dogs: Legion takes place in near-future London under the control of a private military company. Unlike previous games with one main character, Legion lets players recruit and play as any NPC in London. Every person has unique skills, backgrounds, and voices. A construction worker can call a cargo drone to fly across the city, while a spy has a car with missiles and cloaking abilities. Hacking remains the main mechanic where players can control cameras, download data, or take over drones and vehicles. Combat offers non-lethal options like stun guns and melee takedowns or lethal weapons. Players move through London on foot, in vehicles, or fast travel via the Underground stations.

The game divides London into eight boroughs, which players must free from Albion control by finishing borough tasks and gaining local support. A permadeath option means team members can die forever if not rescued during arrest or medical emergencies. Online mode adds co-op missions for up to four players on the same London map. The story focuses on DedSec fighting three main threats: Albion security, a crime group called Clan Kelley, and a mysterious hacker named Zero Day, who framed DedSec for bombings. Players can customize their team members with different clothes and masks. The game received post-launch content, including a story expansion with Aiden Pearce from the first Watch Dogs.
